as we know from quantum mechanics the coulumb barrier is not a prevention of fusion except at high temperatures. Due to non-locality it is possible (though unlikely) that a proton could "appear" inside an atomic nucleus. this NASA tech uses Windom Larsen theory to manipulate hydrogen protons into doing this.
